Penn Law Students Cited in Historic EPA/NHTSA Rulemaking

Agencies discuss student comment in rulemaking on greenhouse gas emissions from automobiles.

The U.S. Environmental Protection Agency (EPA) and the National Highway Traffic Safety Administration (NHTSA) received over 130,000 public comments in developing their joint rule on greenhouse gas emissions from automobiles. From among all these comments, the preamble to the final rule promulgated earlier this week included several references to a comment submitted last fall by the Environmental Law Project, a voluntary group of law students at the University of Pennsylvania Law School. The students filed their comment on their own behalf as one of several pro bono legal services projects undertaken each year by students involved in the Project.
