Philip Rubin is the Chief Executive Officer emeritus of Haskins Laboratories and an adjunct professor at the Yale University School of Medicine. He was a science advisor at OSTP and led the White House neuroscience initiative during the Obama administration, and he co-chaired the NSTC Committee on Science and interagency Common Rule Modernization Working Group.
